Notice is hereby given that the Regional Planning Commission is requesting qualification statements from firms interested in submitting a proposals for the following projects:


Public Transit Strategic Plan
Jefferson Parish Transit
FTA Grant No. LA-2017-018-00
RPC Task JPTSP

Scope of Work

The purpose of this project is to undertake a strategic planning effort that will focus on improving Jefferson Parish Transit (JET) bus services by better aligning them with the needs of existing and potential riders.

All interested firms are invited to submit their qualifications for undertaking the above study. See the public notice for more information. A minimum DBD participation rate of 21% is required for this project.

Systems Engineering Report
Transit Signal Prioritization
Veterans Memorial Boulevard, Jefferson Parish
(Task A-1.18 TS; FY-18 UPWP)

Scope of Work

The purpose of this project is to prepare a systems engineering report for a Transit Signal Priority (TSP) system for Jefferson Parish, for the purpose of a pilot installation on the Veterans Memorial Boulevard corridor.

This is a non-negotiated, lump sum contract in the amount of $45,000. All interested firms are invited to submit their qualifications for undertaking the above study.

Scope of Work

The purpose of this project is to conduct an evaluation and feasibility study of complete streets and general roadway improvements along and adjacent to the LA 1040 corridor between Klein Drive and US 51 (by way of Chauvin Road) in Hammond.

This is a non-negotiated, lump sum contract in the amount of $35,000. All interested firms are invited to submit their qualifications for undertaking the above study. See the public notice for more information. A minimum DBD participation rate of 20% is required for this project.

Brownfield Environmental Services – Hazardous Sites 2017-2020

Scope of Work

A Brownfield is a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. As part of its commitment to sustainability and the utilization of existing infrastructure, through grants from the US Environmental Protection Agency’s (EPA’s) Brownfield and Land Revitalization Program, the Regional Planning Commission (RPC) facilitates the redevelopment of Brownfield sites in our member parishes by providing environmental assessments, cleanup plans and technical assistance. To accomplish this mission, RPC is soliciting qualification statements from experienced, qualified environmental firms to perform environmental assessments and prepare cleanup plans under the RPC’s Brownfield Redevelopment Program.

The total amount for this contract will not exceed $95,000.00 and will be negotiated per assessment based on the type of assessment, the investigation work plan and the successful Consultant’s negotiated fee schedule.

RPC will hold a meeting on Thursday, November 16, 2017, at 2:00pm Central Time in the Regional Transportation Management Center Conference Room, 10 Veterans Boulevard, New Orleans, LA, 70124. The purpose of the meeting is to review the contents of this Scope of Work and answer questions related to this Request for Qualifications (RFQ). This meeting is not mandatory but it is highly recommended that firms interested in responding to this RFQ attend. The PowerPoint presentation from the meeting along with the questions asked and related responses will be posted on RPC’s website within 5 working days of the meeting. A full transcript of the meeting will not be provided.
