RPC and the State of Louisiana working to Launch an
Urban Main Street Program

The RPC and the State of Louisiana Main Street program are working to structure a commercial revitalization program modeled on principles proposed by the National Main Street Center. The New Orleans Main Street and Neighborhood Business Development program focuses on neighborhood commercial revitalization and community development by addressing four components of a traditional business corridor: economic restructuring, promotion, design and organization.

West End Redevelopment Plan, Phase II, Market Analysis and
Absorption Study, 2008

The West End Market Analysis and Absorption Study examines the economic feasibility of land uses proposed at the community charette, which was held as part of the West End Redevelopment Land Use and Site Plan Analysis.

The Market Analysis utilizes a Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis to make suggestions for programming appropriate amounts of space for various uses, including dining, retail, office, residential, and open space. Recommendations are based upon trends in local real estate, demographic data, and other pertinent information. The study also provides preliminary cost estimates and a rudimentary development strategy.

West End Redevelopment Land Use and Site Plan Analysis, 2006

In 2005, the RPC secured a grant from the Environmental Protection Agency (EPA) to assess the redevelopment potential of West End utilizing Smart Growth development principles. The RPC completed the first phase of a three phase study, which includes a collaborative site plan, elevations and a final report summarizing the history, land use, zoning and general redevelopment vision for West End .

The RPC has the legal mandate to create a regional development plan. With the emergence of new tools and new community-will, the RPC is actively pursuing the leadership and coordination efforts necessary to implement that mandate.

These efforts include:

  • Development of a regional comprehensive plan
  • Designation as an Economic Development District
  • Development of a Job Access Plan in support of Welfare-to-Work
  • Creation of Community Partnerships with universities, environmental groups, and other stakeholders
